THE PROBLEM FACED BY THE SCHOOLS, STUDENTS AND PARENTS: Legislation-backed education reform: Although the United States spends more on education than  any developed country, proficiency scores of US students are significantly below those of their counterparts in countries such as Sweden, Switzerland, Australia and Canada.  This inequality has prompted a renewed focus on improving student’s outcomes and holding educators accountable for educational progress.  As such, in early 2002, President Bush passed the “No Child Left Behind” (NCLB) legislation, the most sweeping federal education reform package in 35 years.  The NCLB legislation also included ESEA 2001, which increased the federal education budget by an unprecedented 15.9%.  The cornerstones of this legislation are a focus on accountability, significant improvements in data collection, a reporting mechanism that demonstrates compliance and program and curricular enhancements that deliver adequate yearly academic progress.  Furthermore, schools that fail to achieve adequate yearly progress in student outcomes can face financial penalties, be forced to restructure, and/or lose their students to more capable educational providers. 

Against this backdrop, educational providers are under tremendous pressures, not only to deliver these changes, but also to manage implementation of these new requirements on a timely manner.  Likewise, students and their parents are also concerned with the changes taking place in education curriculum.
